According to the U.S. Census Bureau’s 2024 American Community Survey 1-Year Estimate, residents in the City of Anaheim have a median household income of just over $101,145, compared to a median income of more than $115,229 for Orange County7. According to the 2025 report by the California Housing Partnership Corporation, asking rents in Orange County, which includes the City of Anaheim, increased 27 percent, approximately $609, since 2019, while renters need to earn 3.3 times the state minimum wage to afford the average asking rent of $2,857 for a two-bedroom apartment in the County. Moreover, the majority, 81%, of Orange County’s extremely low-income renters spend more than half of their income on housing costs, leaving very little to meet other basic human needs such as food and health.8
